Job Summary

Supervises all accounting functions and oversees implementation of all accounting programs for the Center; prepares special reports as requested; ensures accounting functions comply with Salvation Army policies, state/local/federal regulations; participates in internal audits; prepares financial reports and ensures accuracy and completeness of all accounting activities.

Financial Management (60%)
  • Uses analytical, creative, evaluative, advisory accounting methods; relies on judgment to plan and accomplish goals.
  • Provides advice and counsel to the Administrator on financial issues, develops ad hoc reports on new and recurring financial matters.
  • Develops yearly budgets for the Center and advises on budgetary matters throughout the year.
  • Closes accounting books monthly, makes journal entries within established time constraints.
  • Analyzes accounting records for accuracy, completeness, and conformance to standards.
  • Prepares financial reports, explains inquiries, and ensures data is accurate, timely, and complete for management review.
  • Participates in internal audit reviews and corrects issues; responds to financial inquiries on reports developed.
  • Reconciles the operating account daily and other accounts such as payroll, ensuring variances are reported to the Administrator and ARC Command Director of Finance.
  • Enter payroll draft journals for bi-weekly payroll, and general journal entries to record payroll by Funds.
  • Reconcile payroll and benefits related Balance Sheet Accounts, including payroll cash transmission, voluntary life, employee medical, LTD deductions, etc.
  • Reviews over/short accounts for discrepancies and resolves them per guidelines.
  • Mediates between Center personnel and bookkeeping personnel for smooth operations and proper control of receipts, disbursements, and purchasing.
  • Calculates and proposes salary increases within budgetary constraints; sends payroll reports to the ARC Command.
  • Drives random store audits and other activities.
HR Guidance, Recommendations, and Form Reviews (30%)
  • Manages HR functions for the Adult Rehabilitation Center: recruitment, new hire orientation, employee benefits, relations, disciplinary issues, investigations, policy interpretation, and guidance on FMLA, ADA, FLSA, workers' compensation, etc.
  • Provides guidance and recommendations on recruitment, compensation, performance appraisals, disciplinary actions, and terminations.
  • Interprets and advises on employee manual policies and procedures.
  • Investigates disciplinary issues, obtains written statements and supporting documentation, and recommends actions based on investigation outcomes.
  • Oversees FMLA, ADA, workers' compensation issues, ensures timely documentation, reviews accuracy, follows up with employees, and manages return-to-work with medical limitations.
  • Responds to HR policy queries; guides completion of HR forms; ensures accuracy and compliance with departmental HR procedures.
  • Provides quarterly pension reports to ARC Command on contributions, enrollments, terminations, and other pension matters.
  • Liaises between Center and ARC Command regarding HR issues.
Supervision (10%)
  • Supervises accounting staff and activities; ensures implementation of all accounting programs.
  • Ensures compliance with accounting standards, principles, and guidelines.
  • Manages and monitors deposits for all active funds; ensures timely processing.
  • Reviews accounts payable to ensure accurate processing within guidelines.
  • Monitors daily sales postings, including store sales integrations, office deposits, rag sales, surplus, and other sales items.
  • Monitors accounts receivable/payable files to keep them current and orderly.
  • Coordinates expenditures from Food Stamps funds and other special financial programs.
  • Reviews and monitors time records, time-clock records, leave requests, and records leave per Salvation Army policies.
Knowledge, Skills, and Abilities
  • Knowledge: accounting & bookkeeping practices, general office procedures, spreadsheet software, payroll processing, HR practices, personnel policies, confidentiality requirements.
  • Skills: writing reports, developing spreadsheet templates, organizing records, applying attention to detail, maintaining high proficiency, processing financial documents in compliance with policies.
  • Abilities: reading manuals, interpreting policies, handling confidential information, enforcing personnel policies tactfully.
Education and Experience

Four-year college degree strongly preferred in Accounting, Finance, Business, or a related field; or an equivalent combination of training and experience providing the required knowledge, skills, and abilities.

Licenses and Certifications
  • State Driver's License
  • Notary Public Certification desired.
Physical Requirements and Working Conditions
  • Ability to meet attendance requirements; read/write/communicate in English; perform calculations; type; sort and file documents.
  • Operate office equipment including telephone, typewriter, computer, adding machine.
  • Interact with diverse personalities: coworkers, peers, subordinates, management, vendors, customers, beneficiaries.
  • Limited physical effort: sitting/walking/standing, lifting ? <25 lbs, 75-100% of work time; carrying light objects 15-25% of time.
  • Duties usually seated; occasional standing/walking required.
  • Work in a normal office environment with minimal discomfort from weather or noise.
