Under the supervision of the Chief Executive Officer, the Chief Financial Officer is responsible for formulating and implementing policies, as well as the receipt and disbursement of funds, and the reporting of financial information. The CFO is responsible for the following departments: Finance Patient Booth, Business Office, and Registration.
Essential Duties:
Maintain the financial records of the Health Center.
Ensure compliance with all applicable laws and regulations.
Safeguard the assets of the Health Center.
Provide information, insight, and guidance as a key member of the Management Team.
Provide financial information to the Board in conjunction with the Management Team.
Monitor and control billing to third-parties and collection efforts of receivables.
Serve as a liasion to external parties regarding financial information.
Develop and monitor budgets (including regulatory, internal management, and capital).
Manage cash flow.
Review accounting policies and procedures and establish new ones as appropriate.
Meet at least once per year with the Health Center Compliance Officer to review policies and procedures.
Understand the Health Center Prospective Payment System (PPS) rate, monitor public and private grants.
Prepare budgets and forecasts for the Health Center.
Prepare key financial and operational indicators:
Understand "No Money No Mission"
Monitor and meet with the Billing Director on a weekly basis to ensure that bills for services are completed and submitted to third party for payment
Be able to predicate cash receipt from third party payors
Medicaid
Medicare
Private Insurance
Contracts
Liasion with external:
Grant Managers
Project Officers
Officials at State and Local Contracting Agencies
Medicaid and Medicare Officials
Provide to the Board of Directors Finance Committee monthly reports including:
Balance Sheet comparison with prior year
Monthly profit and loss vs prior year
YTD R&L vs. budget comparison to last year
Visit by payor source monthly, YTD vs. budget
Cash flow statement
Cash flow projection
Key indicators
Prepare monthly financial reports in accordance with GAAP.
Interpret financial reports to Health Center management, staff, and Board of Directors.
Review Health Center results versus prior years, budget strategic plan, or industry benchmark.
Qualifications:
Chief Financial Officer must be a Certified Public Accountant and have core competencies in:
Bookkeeping and Accounting
Budgeting
Billing and Collections
Healthcare Organization operation
Managing Grants
Treasury Management
Information Management
Interpretation, negotiation, and supervisory skills
Be a graduate from a recognized four (4) year college or university with a Bachelor's Degree in Accounting, Finance or Business.
At least five (5) years experience with two (2) years in a supervisory/administrative capacity, and two (2) years experience in the health care field
Ability to communicate with professional staff both within and outside the Health Center
Strong computer skills
